There is no single solution that prevents drowning. The Jasper Ray Foundation promotes a layered approach because multiple protections working together provide the greatest opportunity to keep children safer. No layer is perfect on its own — but together, they create a stronger system of protection.

Active Supervision

A designated adult should be focused on watching children at all times without distractions

Water Competency

Children should learn basic water safety skills, including how to enter and exit the water, float, treat water and swim to safety. Swim Lessons are important.

Physical Barriers

Four-sided fencing, self-closing and self-latching gates, door alarms, and pool cover help children from accessing water unexpectedly

California water safety coalition

The California Water Safety Strategy is a statewide roadmap for reducing drowning and aquatic injuries through collaboration, education, and evidence-based action. Developed with input from water safety experts, community organizations, and government agencies, the strategy identifies key priorities, knowledge gaps, and action areas designed to create safer pools, rivers, lakes, beaches, and waterways for all Californians. Together, these efforts provide a unified framework to help communities, organizations, and leaders work toward a future where everyone can enjoy the water safely.
